You are correct, the Cloud platform does not have a native way to measure app usage.
You may want to reach out to the Marketplace partner that owns the app to see if they can help you pull data on the individual applications.

Some of us do track some usage of our apps - I'm currently trying to work out what 3.5 million lines of "<anonymous someone> used function <something> in Scriptrunner for Jira cloud" tells us about the health of our customers and where we should be telling our developers to add or improve stuff. (3.5m is about 1 month's data).
I think most of the larger app vendors do something similar, and it would be well worth you asking each one if they can give you their analytics data for your instance.
The app usage app I think you're talking about is also slightly flawed - it can only detect some app usage, not all of it, even on server! You need to look at each app to see how it works and what functions it provides before you can make use of usage data.

In Confluence, if the app provides a Macro, you can review the Macro Usage page available under General Configuration to see how many times each macro is used. The macros are grouped by the app that provides them.
