Yes, you can remove a user's right to create/edit pages in the space.
I suspect you mean further down in the tree though? That's a "no" I'm afraid. Confluence is aimed at collaborating with people and blocking page creation within a space for a user who can create in other places kind of goes against that (although there are perfectly valid use cases, there's a strong argument for "your spaces are not organised properly)
