Restrict label options

I need away to label pages within one of our confluence spaces but I need to restrict the potential names for the label so people label the content correctly. 

This doesn't have to be solved by a label, but I do need a way for people to see all pages tagged with the "label". Perhaps there's a way to create a custom field that's then searchable / filterable?

I don't know if it's to late now, but I found this plugin and thought, perhaps it helps you.

• Labels Restrict 

Limit what users will add as labels, only allowed labels will be listed and added by users.
