Hey everyone!
I'm having a lot of difficulty figuring out how to resize an image in-line on the new Jira Cloud. I need an image to be in-line and I need to make the image smaller. But I cannot figure out based on the current toolbar how to make that happen. It used to be on the same line and the next never went to the next line when I placed an image somewhere.

Welcome to the community.
As @Fabio Racobaldo _Herzum_ said you can resize an inserted image by dragging that bar to the side of the image.
Addressing your question about inline images with text, that does not appear to be possible unless you convert the image to an emoji, as per this post:

I looked at the Jira more. There is a community post, but this doesn't solve exactly what I'm looking for. The in-line image has to match the same size as the text, however, that is not helpful for my readers. They need images to be in-line for readability, but they also need the image to be larger than the rest of the text. As a user, let me decide how large I want the image and how large I want the text. I should be able to decipher between the two.

you can just try to go in edit mode, click to image and use the bar near the image itself
