I once had an issue where my email ended up on a 'suppression' list, and I wasn’t receiving any emails from Jira or Confluence for one account. Only support was able to resolve it.

On top of what Lukasz said, if your Atlassian account (I'm assuming we are talking about changing email for that) is managed by your organization/company, Org admin can update account email either via Atlassian local user directory or via IdP (depending which one you're using). In that case, no confirmation is needed on the old address.
But as Lukasz also mentioned, you might want to check with Atlassian Support as they could see if confirmation link was bounced by some reason.
