Request to Join Confluence emails

Who receives emails when someone requests to join Confluence? Is it all Site Admins? Is this customizable at all?

welcome to the community , All site admins will receive a notifications and they can approve it from the admin.atlassian.com.

currently there is no customization for selecting who or not to receive emails from the site admins.
