Can I put a confluence page on Public so people without an account can view it?

Yes, but it's not quite "by page".  You have to make the space in which the page lives accessible to "anonymous" users.

This means they will be able to see the whole space.  When we do this sort of thing, we tend to either

  1. have a simple rule that we know which space (or spaces) are totally public, and educate our writers to be fully aware that it's all public
  2. Divide a public space up near the root - we have a public page and sub-pages, and then all the other pages in the space are restricted at the top level (restrictions cascading down on to sub-pages)
