Possible to set up admin rights just for a new page?

Is it possible to set up automatically admin rights for the person who creates a page?

For example: Paul creates a page named "Test". He should be automatically be able to write something in, delete everything and also upload/delete files. Everyone else should only be able to write some content. So Paul should be the "owner" of the page and should decide everything what happens with it.

The only thing you can do is set up restrictions for the page but this has to be done manually after someone creates the page. Even so, the only two restrictions available are editing and viewing so someone with edit rights can still delete content and such.
