Panel Height doesn't stay fixed

Using Confluence Server

I am using Panel macro under div macro and set the height of all the 3 Panel to the same height in order to ensure the 3 columns look aligned horizontally and vertically.

The data in each panel is different( One has more lines and the other has less lines)

The panel that has less lines shrinks in height unless you add empty spaces which is very cumbersome and unpredictable and requires a lot of try and error to get it right.

Is there a predictable way to keep the panels height or aligned with other panels in the same row. I am using one pane in each section of 3 section layout.
