This page tells to go to the Webhooks section under General Configurations but there is no such section inside that.
Is there any other way to create those?

As @Tansu Akdeniz stated, this functionality is for server only. What exactly you want to accomplish? Maybe there is another way to do what you want.

That page is for server version. For cloud, there is an open ticket Allow Confluence Webhook Administration CONFCLOUD-36613. Please vote a watch it.
