Does the very limited plugin support mean that there's no XHTML source editor or space copy in Confluence OnDemand?

If that's the case, could I work around that by exporting, importing into a download installation, exporting, and importing back into OnDemand?

That's right, they are not present in OnDemand at the moment. There are feature requests currently open for these that you can vote on to increase the chances they will be included in the future:

Yes, you can export a space to a local install, perform processing on it there with those two plugins and then upload it again.

Note that the version of Confluence you use for your local install should be the latest Confluence OD downloadable release.

Confluence is unusable without the source editor. I've switched to the installed version. Thanks.
