No Publish Button For Pages

my Confluence site currently has no option to "Publish" pages either upon creation or when editing.  

 

Using Confluence 8.7.2 and when I create a page anywhere in my Space, it only shows the option to Preview / Save / Close the page

Save is the same as publish.
