New users created in Atlassian aren't showing up in Confluence so they can be added as watchers to pages. How do you force them to appear?

They clearly have access to Confluence and some people are available as watchers others aren't. When I view the People directory in Confluence - some people are missing. How do I get everyone into Confluence?

Not a good solution but if you're admin you can try to access http://server.domain/admin/users/viewuser.action?username=? (where '?' is proper username)... after hitting that page they seem to appear correctly (at least on my install). But then you need to hit every single user :)

I figured it out - - apparently some bug -- you have to go to

https://instance.atlassian.net/wiki/display/~user
And click on Administer and then save.  
That will force the system to index the user and they will start to appear.

This is a problem I am seeing with every new user I input. When are they going to fix this?
