When editing an older template I get the proper template toolbar:

Hello there @Martin Bedoian !

You are correct. Recently Atlassian relaunched its Template Gallery. You can check this here:

The difference you pointed out is indeed based on the New Editor rollout which has reached 100%. Newly created pages with templates will use the New Editor (Fabric). At the same time, pages created with old templates will use the Old Editor (tinyMCE).

Newly created templates will also use the New Editor as default. As you have noted, templates created before the rollout will use the Legacy Editor as their default.

If you still need the Legacy Editor, you should still be able to use it. If this is not currently available in your instance, there are ways for you to get it. Here, take a look:

One thing to keep in mind is that having the Legacy Editor available in your instance will not enable the creation of new templates with it and creating pages with any template created after the rollout will use the New Editor.

The closes to having the Legacy Editor for templates that I was able to come up with is this:

  1. Visit a page that was created the desired template
  2. Be sure to have a page that was created before the rollout (uses the Legacy Editor)
  3. Copy the page
  4. Edit whatever details you need to change
  5. Place the page where you need it to be
  6. Publish the page

Since the original page was using the Legacy Editor as default, the Legacy Editor will be available for usage when editing its copy.

Here is how to copy pages:

You should also be able to edit templates created before the rollout and use the Legacy Editor with them. Creating pages with those edited templates will bring up the Legacy Editor.

Here is our documentation on Templates:

I hope this clears the situation! Let us hear from you.
