Im needing to move the embeded data to SQL. I noticed in the documentation that once everything is backed up I need to reinstall confluence to a different directory. Could I use this time to spin up a new server? Currently Confluence is running on 2012R2, and I was looking to move it to 2019. Would this be an acceptable time to move the install to a new server while upgrading the database?
1- Create Export Backup of your current Instance. Be sure that you checked include attachments before hit the Export button.

4- Restore data using one of the following methods:
5- Check all of your configurations like Server IP or Base URL, Application links, Installed Addons and connection to LDAP, etc.
