Need to check if there is configuration we can do on a confluence page where a tasklist checkmark can only be checked by one user not by any other user.
And page should have visibility to everyone.
Please let me know if I can see this done?

Did you try setting an Restriction on the page so that all users can view it but only the specified user can edit it?

I do checked the restriction options but the task I am trying to achieve here is that 'I want only one user should check off and on the tasklist box, not anyone else, and other user's should have editing permission other than checking off and on that tasklist box'.
Please let me know if there is an option we can try.

Confluence does no have native capabilities to restrict who can check/uncheck a Task.
You might be able to find a third party app in the Atlassian Marketplace that would add that functionality. I am not aware of one that will do that, but there might be one.
