Does anyone know how to change the settings so that when you click on an external (or internal) link, it opens in a new tab?

You can look for the Custom HTML by going to
(Top right of your screen when you log in as an admin) >> General Configuration >> Custom HTML

My guess is that either you are not an admin, or you are on Cloud Confluence, where you cannot use custom html.

I'm in Confluence Cloud. Because of this it did not work.
