I want to link to a part inside a page:

 

Example: https://foo.atlassian.net/wiki/spaces/PM/overview#foobar

 

How can I create the matching anchor in the page "PM/overview"?

 

I read the docs and could not find a solution.

If that part has a headline, you can also link to that headline. This way, you don't need to create an anchor. Simply link to "{pagename}#{text of that headline}".
