Link to attachment location in Confluence

We normally send links via email to others on the team or clients who have access to our system.  The issue is the link is for downloading the file, which is fine in most cases, except when the user needs to upload changes to the file.  The link does not give an indication on where to save the file back, nor does it allow one to edit the flie and save back to the same location.  Our example is we do SOW/change orders in Confluence and once the draft is done we send a link for it to be reviewed and changed.  The next manager in line can download the file but can't upload his changes unless he happens to know the location where the original came from.

How do others manage this?

One thing we've done is to add a comment to the file and include an @[reviewer]. That way, the reviewer gets an email link to the page with direction to the attachment.

Rather than sending them a link to the actual file, why not send them a link to the (pre)view instead?
