I would like to limit the display of comments so users do not have to scroll all the way down to leave a comment when there are hundreds of comments being left. Is there a way this is possible by limiting the comments displayed?

Can't costumize this feature. Unless you are using JIRA they will limit it to 10 comments on a single issue.

If I'm not mistaken this is automatically handled by JIRA:
As far as I can see, it starts as soon as there's 10 comments on a single issue.

I'm afraid that such a customisation is not possible on Confluence OnDemand but they can always use the key "End" to jump all the way down :)
