Is there a way to track the changes to a user's configuration (permissions / groups) added and removed?

I want to see if / when a particular user was added or removed from a group or given a permission.  Is there a way to find this information?

Thank you for that Jakub.  I know know when "it" happened.  But all the entries are from Anonymous and from 127.0.0.1.  Is there some sort of config that I need to update to log the user that did the action?
