No there are no options to update Jira issue information base on information in a Confluence DB.
What about using the new DB feature or maybe an extract from Confluence and uploading the data back to Jira, is that a reasonable option?

Jira issues can only be updated in Jira or use a CVS or JSON import on the Jira side.

Yes, you could do that, but you can extract the issue from Jira directly and amend the CSV and import again.
This also gives you the correct structure of the CVS instead of creating one from scratch.
