Is it possible to determine if a file is being edited by someone else?

We have been using a spreadsheet to record data, and multiple people have access to the spreadsheet, is there a way to see if someone else has the file out for editing?

You can't see if someone else is editing the file out of the box. There is a plugin where you can lock an attachment:
