It can be. Depends on how you set it up. Encrypt the disk you install it on (or at least the data disk), use https to communicate with it, and encrypt the database you use.

what does he/she want encryption for? What is he/she worried about hiding?

https might help but can slow things down in terms of the traffic flow over the internet but comes with other things to worry about
