Hello,
Is there a way to import an .md file from GitHub via URL to Confluence Cloud and then display the page as a part of documentation via Scroll Viewport?
Is it possible then to update the page dynamically as the .md file in GitHub changes?
Any help will be appreciated.

You have to use a Confluence app that integrates with GitHub.
I don't have any specific recommendations but if I were to try one, based on what I see in the marketplace, it would be GitHub Macros for Confluence and/or Markdown for Confluence.

There's a free app Markdown Importer For Confluence
Back in the day, I experimented with Github integration apps (on server) and they did work with public repos (as far as I remember).
As @Jim Knepley - ReleaseTEAM suggests, there's plenty of apps that can help.
As for the Viewport compatibility, I know the app supports some apps for OpenAPI integration.
Having said that, you can experiment with iframe macro (use the md URL and adjust the dimensions accordingly).
It's an interesting use case and worth pinging their support. I can also bring it up with them next week at the Atlassian Community Event in Prague.
