I want to disable email notifications for a space in Confluence Cloud. How do I do it?

I can't find the option to disable the sending of notifications in Settings.

I mean disabling notifications when a user is @ on a page.

My profile email preferences are all disabled, and yet I keep getting emails.

There is no way to do this currently.  There is a feature request that you can vote on it here:
