this is not possible as far as I know. Anyone who is able to see the page is able to view the attachments.
There was a feature request, but it was closed as "won't fix":
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
As Nic wrote, if you disable the button, people could easily click on the document's name and open it. And if you remove the link, it will be easy to grab the file by URL, if you know a little bit of the method, the URL is created. If you know the filename, people can even search for the filename with the confluence search function and download it from there.
So, if you have documents that should not be downloaded, don't put them into Confluence.

Don't attach the files in the first place.
Removing that view link is simply a downgrade that won't stop your users opening the files. If you want to stop them grabbing the files, then the only safe way to stop them is to not put the files there to be used.
