Page level restrictions have been applied to a parent of the current page. These restrictions limit access to certain users or groups and apply to all pages underneath the parent.
Page level Restrictions are different to your Admin permissions to the Space.
First your Permissions need to be set to allow you to add/remove Page restrictions.
View Restrictions means you must be included in the list to be able to see the page. That Restriction is inherited by all the Child pages.
Edit Restriction however only applies to the page where it is applied. If you are not included in the Edit Restriction list for that page then you can't add/remove Restrictions
