I know how to add the anchor feature to my page, however when I try to add the link to the location I want the anchor, I can't.

The part that shows the "advanced" portion of the links menu does not show up in Confluence cloud.

The question/answer you've linked to shows instructions relevant to Confluence Server and Data Center. Confluence Cloud uses a newer editor, and thus has a slightly different way to add anchors on a page.
This support article has the instructions for adding it on Confluence Cloud. In short, you can insert macros by using a / in Confluence Cloud - for example, typing /anchor in the editor should auto-complete an anchor macro for you.
