Is there a option to remind users periodically to update there confluence pages/content? Would be great if supports both Cloud and Data Center versions.

Confluence doesn't provide this option by default, but you can try the Handy Macros app that includes the Handy Reminder macro. This macro is available for Data Center for now.

It can notify users periodically in every N days (customizable) or based on a specific "reminder date" (customizable per page and even for a page tree) by sending an email (customizable) to the selected recipients (customizable). The default email looks like this:
