I want to create a knowledgebase for users, and my users dont have a confluence account, how do I give access public URL for them?

If you want a publicly accessible URL you need to set your Confluence in public mode.
That's under "global permissions" in the configuration, then "anonymous access". You need the "use confluence" permission for anonymous users.
Once you did that you can go to the settings of the space and open it up for anonymous users.
Be careful because from now on you'll need to make sure all other spaces are not publicly accessible.
A popular option to solve this use case is exporting your Confluence content to a stand-alone website using Scroll Viewport.
It may be somewhat safer (you can keep your Confluence access on max security) and may give you opportunities to add your own brand logo, colors, etc.
