How to change base url

How to change base url if we don't have system-administrator user? Where is this settings option stored, Is it somewhere in
the configuration files or in the database? We have h2db.h2.db database

Change the base url here: 

http://<your confluence url>/admin/viewgeneralconfig.action

But you need to have administration permission in Confluence.

The problem is that we do not have administrator permission in Confluence.

Without an administrator, you can't change the base url. There has to be at least one.

What is the reason, why you don't have an administrator? Maybe you should solve that problem first.

You really need to have an administrator do this sort of thing.

They should probably be setting a new base url at the same time you move off the h2 database on to a proper one.

How to create a new user with system-administrator rights? Editing database manually option doesn't suit us well.

You need a confluence administrator to give other users the administrator permissions.

Who did the initial installation of your Confluence instance? He / she had to set up a system administrator account during the installation.
