There are a couple of Marketplace Apps for User access controls if you are looking for solutions that allow more users than available licenses.

Can you confirm that you are using Confluence Server 6.6.13 as this question suggests? If so... For one, you can't install any Marketplace Apps anymore. Secondly, you should update the version asap as there are a lot of Security issues with older versions.
The best solution would be to migrate to Data Center or Cloud anyway.
