We are looking at the workflows for Confluence app. For the applications we add, can we control how many users can leverage the app and thus control the costs? For example, if we have 70 general users of Confluence, but then want to have the workflow available for some document management, say with only 10 users, can we pay only for the 10 users through access controls?

Welcome to the Atlassian Community. As @Nic Brough -Adaptavist- mentioned when purchasing app's through the Atlassian Marketplace like Comala Document Management (which add's process and control to your Confluence pages) the app must match that of your Confluence user number. So, for example, if you have have 70 general users in Confluence you'll need to purchase 70 users for Comala Document Management which will cost $98.00 USD per month.

You can't do this. Pricing for Confluence is simple - you licence it for X users. If you add apps, they need to be licenced for the same number of users, X. The system has to assume all your users could use the apps.
