How does an org admin add another org admin?

I have already seen that post before I created this question @Benjamin That post was talking about Next-Gen. I am just not sure if those same steps also apply for the Cloud Premium version of Confluence. Can you please verify. thanks.

When it comes to setting org admins, the whole next-gen wording doesn't apply. I have the same configuration settings to set another org admin.
