I am trying to insert a table in between 2 lines of text but it keeps adding it below the text regardless of what I try. This is a procedural doc, so obviously, it helps to have the steps listed where they should be...

May I ask how are you attempting to do this? It is possible to place text between a paragraph provided you create a space or "disconnect it" somewhere to allow a table to be present. By pressing enter a couple of times, you will create a line where it is possible to place a table.
If you are attempting to nest it within bullet points, then that's not going to work in the Cloud editor, unfortunately - CONFCLOUD-67862

I am trying to insert between numbered steps.
Would formatting the bulleted/numbered document in Word and then copying and pasting over be a way to handle the text and tables now? Is this an update we can vote on currently?

To answer your questions: Unfortunately, a copy/paste in Word first is not a workaround in this situation. Here you have stumbled upon one of the limitations found in Confluence Cloud.
And for the second question, yes, the link above takes you to Atlassian's public issue tracker, where the community can create and vote in possibilities and/or functionalities within Atlassian products to help direct the future development efforts. In the right side of the screen you can show your support by clicking "Vote for this Issue."
