How do I write a URL to link to an Anchor when the page name uses unsafe ASCII characters? Edited

With a Confluence page name like "≡ Page Name", how would the URL to an Anchor on that page be written?

I have tried the following:

  1. Standard:
  2. Using URL Encoding:
  3. Using a Dec (with various syntax - with/with out "& "or "#"):
  4. Using a Hex (with various syntax - with/with out "&"or "#"):
  5. Using the Entity (with various syntax - with/with out "&"):
  6. Using page ID

Any other suggestions?
