How do I set up Confluence with a static number of pages ?

How do I set up Confleunce with a static number of pages - without compromising the user's ability to unfold their creativity?

problem:
We have separate existing spaces, all of which are born with the same structure and structure at the time of creation.

We have a "master" as we roll out all newly created spaces, with structure and rights set.

We want our space users to develop as much as possible, and write in certain pages, but they can not delete, or restructure the page between the page, and that they can fill out some of the content of the pages without changing anything.

We would like to make a "drive" in the form of a script, for example, to check that the structure is preserved in the spaces, and for example, "restore" pages as proven or accidentally deleted.
At the same time, we would like to space the owner and space user, can create other pages and further branches in the hierarchy without "interfering in this"

We have looked at comala workflows, possibly solving some of the problems, but want to hear if there are any good or even creative solution suggestions. If there is any suggestion about using Add-ons, no one is obstructing it.

 

Does anyone have an idea?
