There are header and footer settings at both the global level and within individual Spaces. Global settings require an organization admin, but individual Space admins can also edit Look and Feel.
Specific Space:
"Space Settings" --> "Look and feel"
Global (all Spaces. admin-only):
Settings (top-right gear)--> "LOOK AND FEEL" --> "Header and footer"

There is a global header & footer than can be set within Confluence Cloud. You'll need someone with administration privileges to access it, but it can be found in Settings (top-right cog wheel) > Header and footer (under Look and Feel)
