I created a navigation diagram for users of my confluence site so new users may understand where to go to find what they need. How do I bring that pdf into my Confluence page full size, (not thumbnail) so the page links are still active?

I'm not certain that that is possible. There are diagramming tools available via the Atlassian Marketplace that would allow you to build something similar natively within Confluence. (Required disclosure that I work for a vendor of one of these apps. :) )

I have the diagram in Draw.IO within the web app, (on their site) but it's outside of my confluence page. My internal Confluence version only has the basic features of draw.IO and is totally inadequate.
Do you know if I can bring what I have into my Confluence navigation page?

Of course! In general, I know that when a user requests functionality like a diagram with clickable links, their two most popular options are draw.io and Gliffy.
I am under the impression that bringing your draw.io diagram into the draw.io app for Confluence—not as a PDF but as the actual diagram file—should allow your hyperlinks to work within that Confluence page. If that's not working for you, I'd direct you to the draw.io support team.
