How do I edit the layout of the Confluence homepage?

We have a long "Site Welcome Message" which is important but causes a problem since the site navigation (Spaces, Pages, Network tabs) is below the welcome message section. Users are having a hard time finding the navigation tabs section since they have to scroll down whereas before we added the welcome message it would be nearly at the top of the page.

Is there a way to move either of these sections so that they can both be seen at the top of the page?

Hi, this isn't allowed for OnDemand. Refer to https://confluence.atlassian.com/display/AOD/Restricted+Functions+in+Atlassian+OnDemand for restricted functions.

With OnDemand you cannot make such admin changes. However, with a downloaded or 3rd party hosted solution you should be able to do this.
