Every single page I've created is a child page, how do I create a parent page?
Right now, my pages are in a wrong parent, and the parent page that I need is not there yet and I'd like to create a parent page.

When you create a page, the page is always a child. If it's the first page from a space, then it's the child page of the homepage.
You described, that you have a wrong page tree now, because all pages are in the wrong spot. So you can easily change the order of your pages.
Or you could move your pages. Here is a documentation for moving pages.
You want to create a parent page. So you have to create a child page and reorder your pages.
Let's say your tree looks like:
Now you want to create a parent page for Page C. Go to Page A and create a Child Page:
Now follow the instructions above and reorder the pages. Drag Page C into Page B
