I would like to create a new Project Space in Confluence for my team. Can you please assist with steps? When I follow the steps provided on Confluence I still cannot create a space as it doesn't give me that option.

Assume you've gone over this Create a Space guide?
It might be that in the Global Permissions, the admin hasn't added you to a group that has the Create Space permission.
Global Permissions is something your organisation's Confluence Administrators will set. If you don't know them, you could try contacting them via http://[Conflunece-URL]/contactadministrators.action (source)

I can't seem to be able to open the URL you provided above. Would you happen to have another form of contact for this team so that I can get Admin permissions to create a space?

The link I pasted, how did you try it? What you need to do is all "contactadministrators.action" to the end of the base confluence URL.
Each company will likely have a different URL internally. e.g. mine is similar to
"http://intranet.mycompanyname.com:8090/confluence/category/home"
So I changed that link to
"http://intranet.mycompanyname.com:8090/confluence/contactadministrators.action"
To my knowledge (although not 100%) there isn't another way. Contacting your IT Department might be the next best bet (or checking the bottom of any of your Confluence pages to see if someone has added a footer to the site)
