I inherited a Confluence site as a Technical Writer. Some of the existing pages indicate, “No labels” and do not give me the option to add labels. How do I add labels to existing pages that say, “No labels” but that also do not offer the clickable label icon or other option to add labels?

Few things to check:
- do you have edit page permission? (circles on top in my screenshot)
- is the 'labels' kind of a can opener icon clickable? Next to the 'No labels', it doesn't really highlight but when you mouseover it it should show a tooltip and clicking it should show a popup

As in, I kind of read your question that you do not see that label icon there at all, so I think it might be missing edit permissions for the page.
