How can a confluence local user reopen a task by commenting it?

I can't find where to configure the way to allow local confluence users to reopen a closed task only by making a new comment about it.

Community moderators have prevented the ability to post new answers.

tasks in confluence can be reopen just with uncheck operation. There is not a comment associated.
