I have created a confluence page with a draw.io Diagram that is not shown on the page when I share publicly ("you do not have the rights to view this content")
The "Publish" >> "Link" functionality of draw.io is disabled within the confluence environment.
How can I show draw.io diagrams on the publicly shared page?

Your draw.io diagram is saved and stored within Confluence, so people need a Confluence or Jira user to see the diagrams you created.
Once you are on a paid plan, you can use the Confluence Guests feature to invite externals to a specific space inside Confluence to collaborate with you, but you can't make the data available to everybody by default.
