Is there a way to see who changed the Confluence subscription plan from free to standard in my organization?

Welcome to the Atlassian community.

I'm not aware of any method in the UI for getting that information.

However, only Organization admins, Site Admins, and Billing Admins should have access to make such a change. Do you have so many people specified in those roles that you cannot check with each of them directly?
