I want to know for each question and answer, who are users which have voted up or down them. Also, I want to have some simple reports about activity of users in questions for confluence plugin.

If you do not mind using 3rd party apps, you can use eazyBI for Confluence (https://marketplace.atlassian.com/apps/1219504/eazybi-reports-and-charts-for-confluence?hosting=cloud&tab=overview) to analyze page creation and update events, page views, likes, attachment size, search queries, and task completion by assignees.
eazyBI offers dynamic reports users can interact with, change filter options, drill into details and go to the source in Confluence. You can start with ready-to-use reports or build your own to fit your practices the best.

Since you are on server you might be able to design a SQL query to get that information directly from the DB.
