for example: AttchmentA has versions: 1. from Jan 9, 2. from Jan 12, 3. from Jan 16. 4. from Jan 19.
I now want to know the actual Version at a given date "Jan 14" for example? (answer here would be version=2, because at January 14 this is the actual version)
Access then should be included into a reporting-generator.

You could query the Confluence database. Here is an article from 2010 but the concepts are sound:
