How can I change to a free plan after I the site has been inactivated?

I thought I was creating a site in a free plan, but it was a standard plan. Now the site has been inactivated due to the lack of payment. I would like to downgrade it to a a free plan, but it won´t let me because it is inactive. But to make it active again, it requires that I pay the standard subscription. 
Is there a way to recover the site and change it to a free plan without paying?

Have you tried going to admin.atlassian.com and then Billing , find your Confluence product and click on manage. It should lead you to the billing console where you should be able to change the plan back to the free one.
